A difficult labor in Libya in the way of achieving security and stability after years of chaos created by the armed militias that control the capital, Tripoli.

For six years, the National Army, led by Field Marshal Khalifa Haftar, has been fighting to return the country to the right path and build the country that the Libyans wish for.

However, the thorns that were planted by the extremists obstructed the path to the desired goal, especially after the Turkish intervention to bring in weapons and send mercenaries in order to exploit the chaos and plunder of Libyan wealth, and perhaps return the wheel of history back a lot by controlling the country.

As long as the establishment of security and stability in Libya was a declared goal of the countries of the region and the international community as a whole, many negotiation rounds were pursued in several capitals, the most recent of which was the Berlin Agreement which approved the arms embargo to Libya, but the reconciliation government in Tripoli did not show any commitment to the agreement By rushing to Turkey by signing what was called a memorandum of understanding that flooded Libyan lands with weapons and extremists, and opened the way for Ankara to tolerate the country, which was condemned and condemned the whole world.

The efforts of the world to end the human tragedy and stop the bloodshed in Libya did not stop, and he was born from the womb of this design, 'the Cairo Declaration' - which Paved the way again and perhaps last in front of creating a new reality that ends division and fierce war, and curbs the Turkish absurdity with Libyan capabilities, and also writes the ending chapters for the spread of militias The extremists disarm them in preparation for laying the foundations of absent security and stability, and the involvement of all parties in diplomatic efforts that produce a new presidential council representing the three Libyan regions, and working to restore the Libyan state to its national institutions.

Turkey sees in the Cairo Declaration only a braking of its plans in Libya, with the Turkish goal not a peace project but the ambitions of domination, control and occupation, which was expressed by its rejection of the Egyptian initiative that will return it to square one, and its extremists and weapons and thus their influence will be irreversible.

The national army’s responsibility to restore security does not appeal to the Turkish party, whose strategy is to consolidate militia control over Tripoli and occupy other areas of the country, allowing it to implement its expansionist agenda. Turkey is trying hard to buy time and mix cards, which has become clear to all.

The international consensus to monitor the arms embargo represented a warning to Turkey to stop dumping Libyan lands with their weapons, but it did not care about the international community, and it continued to send weapons unresponsive to the European "Ireni mission", which requires observers, according to observers, a firm international stand against it.

The "Cairo Declaration" opened a light at the end of the tunnel of the Libyan crisis, which calls on the entire world to tighten it with barriers if it wants to achieve security and stability in the region, by forcing the "Accord" and its successors Turkey to comply with its provisions to silence the sound of weapons and end the suffering of the Libyans and announce the building of their new state.
